In 1980, the Bellingham Plan was adopted by the City and included individual plans for each neighborhood.  These plans were written in an effort to help guide future development in that specific area of the community.  When the Bellingham Comprehensive Plan was adopted in 1995, it continued to include the neighborhood plans.

The plans are formalized and can only be changed through an annual docketing procedure.  The Planning Commission and the Planning Department recommend submitted plan changes, and the City Council approves them.
